FN key not working on a TC4200

I have a TC4200 running window XP tablet edition, and my FN key doesn't work.  I can swap the FN and Ctrl key actions in the BIOS menu, which then allows me to successfully use my FN actions with the CTRL key but then the actual FN key still doesn't do anything.  I think it started with an date to the HP quick launch buttons thing, but I've uninstalled that and reinstalled the original that came with the laptop but that didn't return functionality to the FN key. There's no error messages on startup or trying to use the key.
