Booting from USB

I have a laptop that I cannot boot a USB drive from. I can boot the reset disks I burned for Windows recovery but not any USB drive at all.

I have tried setting up (F10) the boot order in Bios, went to (F9) to choose boot options and even disabled Secure Boot but the only thing it will let me do is open the USB drive in bios to explore files. Do I have to use Legasy mode to recognize the drives then revert back to normal mode?

 

Is this just the nature of this particular Bios and nothing else can be done? I need to test ISO’s and such loaded onto USB drives. The USB drives work on all my other computers but this one.  I would expect this on an old XP computer but not this one.
