I had a simular problem. CPU hits 100% both cores and a very slow laptop, sometime passes and it fixes itself. Show battery as not contacted even thought it is. Then, I found that removing the AC power cord from the laptop immediately releases the CPU to normal and the laptop speeds up. I tried a lot of fixes that were posted. Then I went into Control Panel Power Management and rest default setting (even in the advanced area). All has returned to normal and the problem has gone away. I have read of too many HP laptop models showing this simular problem. Something must get glitched in the power management table. Returning to defaults fixes it. I hope this helps you. (Windows 7)
